Randall B. Wilburn was born in Houston, Texas on August 23, 1961. Mr. Wilburn received his Bachelor of Science in Civil Engineering from Texas A&M University in 1983. In 1994, while working full time as a Licensed Professional Engineer, Mr. Wilburn obtained his Master of Public Administration degree from Southwest Texas State University. He graduated from the University of Texas School of Law in 2001. While in law school, Mr. Wilburn was the Editor-in-Chief of the Texas State Bar Environmental Law Journal. He was admitted in the State of Texas in 2001.

Mr. Wilburn was a consulting engineer prior to practicing law. He designed several utility, land development, environmental, and capital improvement projects in the Houston and Austin areas. While working for the State's environmental protection agency, Mr. Wilburn was director of the Texas water quality protection programs and the Texas water right and water quality assessment programs. He also served as a director of the National Groundwater Protection Council, a member of the Galveston Bay Council, and the co-chair of the Corpus Christi Bay National Estuary Management Committee. Mr. Wilburn was instrumental in the creation of the Rio Grande Alliance, an alliance of U.S. and Mexican environmental and conservationist groups focused upon the protection of the environment within the Rio Grande/Rio Bravo basin.

As an attorney, Mr. Wilburn has used his engineering experience to better represent his clients in environmental, toxic tort, construction, land development, and utility issues before various legal venues in Texas. His background in engineering allows Mr. Wilburn to understand complicated technical issues that often are the main issue in his clients' legal matters.
